Cox recently implemented filtering that blocks connections on
port 25 (SMTP) from Cox residential subscribers to *any* SMTP server
other than smtp.west.cox.net. This policy was implemented in response
to voluminous spam originating from compromised machines on the Cox
residential network.

For what it's worth, I haven't had a problem sending mail to you
at rao@parichaalak.eas.asu.edu (the address on the course "Homeworks"
page) from my Cox e-mail account.
