After you read Chapter 16 in R&N that I have already sent you, you should look at the following tutorial from

In making sense of these two readings, you might find the following analogy helpful:
[bayes net works] are to [atomic probability theory]
as
[the new paper] is to [Chapter 16]
specifically, you can think of Chap 16 as providing an atomic model of utility/preference theory.
The paper by Brafman et al surveys the "factored" models of utilty/preference.
