The important question for Alice is whether this is a transient mutex or
a persistent mutex. Unfortunately, these goals are deadline goals
and the end of the year is an exogenous condition, which complicates the
reasoning. I guess what would otherwise appear as a transient mutex
can effectively become a permanent mutex if one or more of the goals
involved is a deadline goal, or if there are exogenous events present
that cause a goal to subsequently become impossible.
